The structure would be one prime minister elected by legislators who are elected by the people. This benefits us because the legislators can always take the president down from power and elect a new one.
Would the regions be left to enforce and execute the new nation's laws or would you have a national police force and departments for such matters?
We would have a national police force to execute the new nation's law.

The system that would be ideal is a parliamentary system, this system would benefit our region by having all of the power being at the national and regional levels, which would benefit everyone because the bigger regions with more local governments would not have more power than the smaller regions with less local governments.

We would like a judicial branch with 5 judges per region making a total of 30 judges. They would each serve 2 year terms. If someone committed a crime anywhere in the new country, they would receive the same punishment as we would like a unitary system of government.
